Up In Smoke DVD - Why no Tommy Chong?

Just curious anyone know why Tommy Chong was not on the commentary tracks on the DVD? The DVD was released in 2000. Was Chong in jail then? I thought not.

Perhaps they did not have a good relation at the time?

Anyways just curious ...
